The Digital Security Authority (DSA), in collaboration with the European Union Agency for Cybersecurity (ENISA) and within the framework of the Cypriot Presidency of the Council of the EU, successfully hosted the 48th ECASEC Subgroup Meeting. The meeting took place on May 6, 2026, at the premises of the Digital Security Authority in Nicosia.
This group, established in 2010 as the Article 13a Expert Group, constitutes the central pillar of strategic coordination at the European level for the security of electronic communications. It is composed of more than 50 specialized representatives from national authorities of all EU Member States, serving as the preeminent forum for the exchange of information and best practices. Its primary mission is to produce policy guidelines for the implementation of the European regulatory framework—elements that are crucial for harmonizing national strategies with European directives, such as the NIS2 Directive.
The meeting was attended by representatives of national electronic communications security authorities, European Commission officials, and senior ENISA executives. The primary objective of the gathering was to strengthen European cooperation, assess the challenges during the transition to the new, stricter regulatory framework, and analyse critical issues regarding the resilience of telecommunications infrastructure.
The proceedings began with opening remarks. Subsequently, ENISA presented the 2025 NIS incident report, followed by a presentation on the strategy for the phased decommissioning of 2G and 3G networks. The morning session concluded with an analysis by ENISA of the cross-border notification guidelines and the NIS2 reporting template, framed by an update from the European Commission on current legislative developments and simplifications.
During the second half of the day, the Digital Security Authority highlighted the critical issue of telecommunications security in relation to increasingly growing cross-sectoral dependencies. A significant portion of the session was dedicated to ENISA’s presentation of the NIS2 security measures reference document, which drove a round-table discussion among Member States regarding the progress of transposing the Directive into national law, the maintenance of competencies, and the management of recent notable incidents. The program continued with presentations focused on risk assessment and the toolbox for Submarine Cable Security, as well as the upcoming Digital Networks Act.
The Digital Security Authority remains committed to strengthening the resilience of the electronic communications sector and national critical infrastructures. Through continuous cooperation with European partners, ENISA, and all involved stakeholders, it ensures the maximum possible level of cybersecurity for the benefit of citizens and the economy.
